Homeless resources in Stockton & San Joaquin County: shelter, food & housing help

By Common Ladder · Updated June 2026 · 9 min read

If you or someone you know needs shelter, food, rent help, or housing services in San Joaquin County, this guide lists the main local programs with verified phone numbers and what to bring. Everything here is free to use.

The short version: dial 211 (or 1-800-436-9997). 211 San Joaquin, run by the Family Resource & Referral Center, is the county’s single front door to services and to the Coordinated Entry System that prioritizes people for housing. It’s free, 24/7, and available in multiple languages.

Emergency shelter tonight

Shelter availability changes daily. Call ahead or call 211 before traveling.

Single adults

Stockton Shelter for the Homeless(209) 465-3612, 411 S Harrison St — is the largest emergency shelter in the county, with 24/7 intake. Gospel Center Rescue Mission(209) 466-2138, 445 S San Joaquin St — runs a men’s program with recovery and recuperative (medical respite) care.

Families with children

Stockton Shelter for the Homeless has family beds, and Gospel Center Rescue Mission operates the New Life Family Shelter. Tell 211 you’re a family — you’ll be routed differently than single adults, and families are prioritized for rapid re-housing through Central Valley Low Income Housing Corporation at (209) 472-7200.

Youth and minors

PREVAIL (formerly Women’s Center–Youth & Family Services) runs youth shelter (Safe House for ages 12–17; Opportunity House for 18–22). Their 24-hour line is (209) 941-2611. For minors needing emergency placement, the county-run Mary Graham Children’s Shelter is reachable at (209) 465-1080.

Veterans

If you’ve served, mention it — veterans have a faster, better-funded path. Catholic Charities Diocese of Stockton SSVF at (209) 444-5935 is the lead Supportive Services for Veteran Families provider, and the National Call Center for Homeless Veterans at 1-877-424-3838 is staffed 24/7. The Richard A. Pittman VA Clinic in French Camp is at (209) 946-3400.

Leaving an unsafe situation

If you’re fleeing domestic violence, sexual assault, or trafficking, PREVAIL’s 24-hour hotline(209) 941-2611 — connects you to confidential shelter (DAWN House in Stockton, Serenity House in Tracy). Shelter locations are kept confidential for safety. The National DV Hotline is 1-800-799-7233 (or text START to 88788).

Before you go: what to bring

Most shelters don’t require ID, but having it speeds things up and opens more options. If you have any of these, bring them:

No ID? That’s okay. Getting an ID is something case managers can help with after you’re inside — and California offers a no-fee ID card (DMV form DL 933) when a homeless-services provider signs off. If you’re stuck in the “no ID, no address, no shelter” loop, our Resource Sequencing Navigator maps the right order of steps.

Food

The Emergency Food Bank of Stockton/San Joaquin(209) 464-7369, 7 W Scotts Ave — is the county’s largest direct provider of emergency food, with a main pantry (Mon–Fri mornings), satellite pantries, and mobile farmers’ markets across the county. St. Mary’s Dining Room(209) 467-0703, 545 W Sonora St — serves daily meals along with medical, dental, and hygiene services. You can also apply for monthly CalFresh food benefits through the county (below).

Rent help, utilities & eviction prevention

If you’re behind on rent, facing eviction, or staring down a PG&E shut-off, act early — before a court date if possible.

Our Stay-Housed Navigator matches your situation to these programs and walks you through how to apply.

Benefits: food, health coverage & cash aid

The San Joaquin County Human Services Agency(209) 468-1000 — handles CalFresh (food), Medi-Cal (health coverage), CalWORKs, and General Assistance. You can apply online at benefitscal.com. If you note that you’re experiencing homelessness, CalFresh can be expedited — often a decision in about three days.

Longer-term housing: Coordinated Entry

To get in line for rapid re-housing or permanent supportive housing in San Joaquin County (CoC CA-511), you need a Coordinated Entry assessment. Start by calling 211 (or 1-800-436-9997). Central Valley Low Income Housing Corp and partner shelters can also complete the assessment — you don’t have to go to one specific building.

“Start anywhere. There’s no wrong door.” The point of Coordinated Entry is that wherever you show up — a shelter, a day center, or a phone call to 211 — you get connected to the right services rather than turned away.

Extreme weather

Central Valley summers regularly top 100°F, and winter nights bring cold and dense Tule fog. Cooling and warming sites (often libraries and community centers) open based on the forecast. Call 211 to find what’s activated near you, and use day centers like St. Mary’s Dining Room for water, shade, and rest. In a medical heat emergency — confusion, fainting, no sweating — call 911.
